O desmonte da Ciência nos últimos anos, especialmente no governo Bolsonaro, criou um grave problema para o Brasil de fuga de cérebros. Sem estabilidade para planejar uma carreira, ou mesmo para se manter trabalhando, a estimativa é que milhares de pesquisadores deixaram o país nos últimos quatro anos.
Embora não haja dados precisos sobre o tema, alguns levantamentos chamam a atenção. O número de pesquisadores especializados que migraram para os Estados Unidos subiu 40% em 2019 e 2020 na comparação com 2017 e 2018. Segundo um escritório de advocacia que atua com migração para os EUA, o número de brasileiros que conseguiram vistos que contemplam pesquisadores aumentou mais de 1.200% em 2022.
Há duas principais razões para a fuga de cérebros. O primeiro é a queda no orçamento da pesquisa nos últimos anos, como apontado pelo Balanço do Orçamento do Conhecimento. O segundo é o valor das bolsas de pesquisas, que não têm nenhum reajuste desde 2013. Segundo um estudo da Associação Nacional de Pós-Graduandos (ANPG), se fossem corrigidas apenas pela inflação do período, as bolsas teriam que ser reajustadas em 67,97%.
Retomar o investimento no Orçamento do Conhecimento é fundamental, mas para entender a dimensão do estrago causado pelo governo Bolsonaro na Ciência e Tecnologia, vai ser preciso estudar profundamente a fuga de cérebros nos últimos anos, para entender a dimensão da perda para o país e elaborar políticas que permitam o repatriamento de todos esses pesquisadores.
